Job Description
Key Responsibilities
A. Duties:
Under directive supervision assists or performs any work required of a l/c Utility Construction and Maintenance Persons, except that he/she does no work on or near conductors, structures, or equipment energized at more than 600 volts.
Under close supervision does simpler work on or near energized primary conductor structures and equipment.
After six months' experience as 2/c Utility Construction and Maintenance Person or fully qualified UC&M or after two-year training period; may do the more complicated work on energized primary conductors, structures and equipment under close supervision.
Performs other related or less skilled work as directed.
Will be expected to acquire the necessary knowledge and skills required for advancement to U.C.&M. Person l/c. The measure of knowledge and skills acquired will be determined thru company UC&M training program and by associated tests.
NOTE: Upon successful completion of the test which will be given after completion of 30 months work as 2/c Utility Construction and Maintenance Person, fully qualified, the employee will be eligible for promotion to Utility Construction and Maintenance Person, First Class.
During any subsequent period in which his promotion is deferred at the option of the Company, the duties of the U.C.&M Person 2/c will be restricted to those regularly performed by a person during their first six months in this grade.
Required Qualifications
B. Experience, Education, and Special Information Required:
Should have at least two years of experience as Hydro or Utility Construction and Maintenance type person, or equivalent, as determined by appropriate test.
Must be able to perform semi-routine operations of considerable complexity and variety where standard methods of procedure are available. Equivalent to four years of high school; or two years of high school plus two years' apprenticeship or trade school training.
Must be able to read blueprints.
Must be thoroughly familiar with the Company's Electrical and Mechanical
Tagging Rules.
Must be thoroughly familiar with this Company's Safety Rules and approved methods of resuscitation, on and off the ground, and be able to render practical First Aid.
Must be able to qualify for automobile operator's license.
Note - According to Agreement between Local Union of the IBEW and NYSEG:
1) Apprentices will be selected by the Company from those who show evidence of mental ability, physical ability and aptitude for the work. Effective January 1, 2018, all newly hired employees will be required to meet minimum educational requirements of Associate’s in Applied Science in Electrical Technology or a related field from a degree program approved by the Company or by achieving a passing score on a test designed by the Company or provider approved by the Company. Other customary selection guides will also be used. If these factors are reasonably equal, seniority will govern. A candidate who fails such a test may attempt it a second time, after 90 days or more, if a UC&M vacancy exists for which they would otherwise be considered. After two such failures, the only acceptable evidence of educational qualification will be the attainment of the Associate’s degree. All employees hired prior to January 1, 2018 will be grandfathered and not be required to have the degree. The Company will not bypass any current employees prior to January 1, 2018 for a job in the UC&M department.
2) According to MOA between IBEW and NYSEG, UC&M Hydro – Pilot Program, Employees starting the UC&M program in the Hydro department will be trained in Hydro for the first six months. During this period, the individuals will be required to successfully complete: Hydro Primer training, Switching training and OJT for generator Startup, Sync and shutdown (allowing the individual to be qualified to take switching orders and call outs for Hydro’s) before starting the formal UC&M training. Training details and location specifics to be worked out with successful applicant.
3) Participate in and respond to “call out’s” per reference agreement
C. Physical Qualifications:
Normal health, physique and use of senses as indicated by passing the required physical examination given by a Company physician, including color perception.
Strength and endurance adequate for arduous labor in all kinds of outdoor weather conditions.
D. Personal Qualifications:
Must be able to meet the public in a pleasant, tactful manner.
Should possess a temperament suited to jobs where manual dexterity, precision and patience are particularly essential.
Should possess the temperament and qualifications needed to perform under a widely varied routine.
Must be willing to work extra and/or irregular hours and/or a shift schedule.
Must be willing to work under unusual or special working conditions pertaining to this job.
Must be particularly alert in observing hazards and avoiding accidents.
Must be able to plan work of limited scope.
