ACCIONA Construction USA, part of the SR 400 Peach Partners consortium, have been awarded the contract to design and construct the SR 400 Express Lanes project in Atlanta, Georgia. This $4.6 billion project, awarded by the Georgia Department of Transportation (GDOT), is a key public-private partnership aimed at addressing congestion on a major highway in the Atlanta metropolitan area.



The Purchasing Agent is responsible for managing the end-to-end procurement process for high-value supply packages across the project. This role ensures that materials and equipment are sourced, negotiated, and delivered in alignment with technical specifications, project schedules, and contract requirements. The position requires close coordination with operations teams, design, quality and vendors to ensure timely and cost-effective procurement outcomes.

Job Description

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily:

  • Identify, evaluate, and prequalify suppliers as per the Procurement Plan.

  • Develop and issue comprehensive Requests for Proposals (RFPs) for supply and equipment packages, ensuring all technical specifications, drawings, Bills of Quantities, and contractual documents are included.

  • Collaborate with engineering and estimating teams to ensure suppliers receive clear and accurate information about scope, technical requirements, and project objectives.

  • Lead commercial and technical evaluations of supplier offers, including preparation of detailed comparison sheets.

  • Negotiate pricing, delivery schedules, payment terms, warranties, and other conditions to achieve the best value and minimize risk.

  • Draft and review purchase orders and supply agreements, ensuring clarity, completeness, and compliance with legal, regulatory, and internal standards.

  • Coordinate with operations and engineering teams to clarify supplier questions, manage RFIs, and align on procurement strategy.

  • Support the operations team if required to track supplier performance and monitor key milestones to ensure timely delivery and quality compliance of supplies.

  • Participate in value engineering and cost-optimization initiatives related to major materials and equipment.

  • Manage and maintain procurement logs, submittals, and documentation related to major supply packages.

  • Review and process change orders, contract amendments, and variations related to scope or schedule changes.

  • Provide ongoing support to operations and construction teams to ensure major suppliers meet contractual obligations, quality standards, and delivery requirements.

  • Support dispute resolution or escalation efforts in case of non-compliance, delays, or contract issues.

  • Ensure all procurement activities related to major supplies are accurately documented and archived for audit

Required Skills and Competencies

Education and/or Experience

  • Bachelor’s degree in business, Contract and/or Construction Management.

  • Procurement or Contract Certification (APIS, CPSM or similar)

  • 5+ year related construction experience.

  • Local vendors market knowledge (Atlanta area)

Knowledge, Skills & Abilities

  • Exceptional communication and organization skills required.

  • Knowledge of Microsoft Office (Power Point, Word, Excel) with general knowledge of tendering tools. Building Connected and/or PROCORE experience is a plus.

  • Ability to perform multiple tasks efficiently and accurately.

  • Able to identify, track and communicate project plan steps and actions.

  • Team player with the ability to also work independently to meet fixed deadlines, goals and objectives.
