Job Title: Program Manager – State Government Relations

Reports to: VP – State Government Relations

Office Location: Albany NY

The base salary range for this position is dependent upon experience and location, ranging from: $114,332-$142,916

Job Summary
The Program Manager - State Government Relations position reports to the Vice President of State Government Relations at New York State Electric & Gas (NYSEG) and Rochester Gas and Electric (RG&E). Manages and directly participates in state government affairs and related activities, serving as a lobbyist and contact with members of the executive branch, state legislature, staff, and committee members. Responsible for planning and executing the company’s annual legislative plan and supporting state outreach efforts on major company projects and initiatives.


Key Responsibilities
• Point of contact for all state government affairs matters; serves as company lobbyist on legislative bills of interest.
• Develops and maintains relationships with members of the legislature and staff; maintains contact database.
• Interacts with internal stakeholders and management, providing input on strategic direction; develops and executes the company’s annual state legislative plan.
• Prepares and delivers testimony; prepares memos in opposition and support as necessary.
• Coordinates with internal stakeholders and management to respond to inquiries from State Officials.
• Provides support during emergency events and serves as a company representative to statewide business, trade and industry groups and associations.

Required Qualifications
• Bachelor’s degree or higher in political science, public policy, business, public relations, communications, or related field of study.
• Minimum of eight (8) years’ experience in government affairs, customer service, public relations, communications.
• Excellent oral and written communications skills; ability to communicate company messages in a consistent manner to multiple stakeholders.
• Excellent organizational, analytical and interpersonal skills.
• Excellent public speaking skills.
• Strong knowledge of the New York legislative process and ability to research issues.
• Ability to interact with government officials and senior management.
• Familiar with lobbying rules in New York State.
• Ability to manage multiple and often changing priorities, including crisis management.
• Self-directed with ability to solve problems.

Preferred Qualifications
• Knowledge of the electric and natural gas business and NYSEG/RG&E service areas.
