ACCIONA Construction USA, part of the SR 400 Peach Partners consortium, have been awarded the contract to design and construct the SR 400 Express Lanes project in Atlanta, Georgia. This $4.6 billion project, awarded by the Georgia Department of Transportation (GDOT), is a key public-private partnership aimed at addressing congestion on a major highway in the Atlanta metropolitan area.

The Procurement Manager will oversee all procurement activities related to heavy civil construction projects ,within Commercial Department , ensuring the acquisition of materials, equipment, and services is efficient, cost-effective, and aligned with project requirements. This role involves managing vendor relationships, negotiating contracts, and ensuring compliance with procurement policies and procedures.

Job Description

Procurement Strategy:

  • Develop and implement procurement strategies that align with project goals and company objectives.
  • Analyze market trends and develop strategies to secure the best value for materials and services.

Vendor Management:

  • Identify, evaluate, and select vendors and suppliers that meet project requirements and company standards.
  • Build and maintain strong relationships with vendors, negotiating favorable terms and conditions.

Contract Management:

  • Prepare and manage procurement contracts, ensuring compliance with legal and regulatory requirements.
  • Review and approve contract terms and conditions to mitigate risks and protect company interests.

Purchase Order Management:

  • Oversee the creation and management of purchase orders, ensuring timely delivery of materials and services.
  • Monitor and manage inventory levels to prevent shortages and overstock situations.

Cost Management:

  • Conduct cost analyses and negotiate pricing to ensure procurement activities are cost-effective and within budget.
  • Implement cost-saving measures and identify opportunities for procurement process improvements.

Compliance and Reporting:

  • Ensure procurement activities comply with company policies, industry regulations, and contractual obligations.
  • Prepare and present reports on procurement activities, vendor performance, and cost savings to senior management.

Risk Management:

  • Identify and manage procurement risks, including supply chain disruptions and vendor performance issues.
  • Develop and implement contingency plans to address potential procurement challenges.

Team Management:

  • Lead and mentor a team of procurement professionals, providing guidance and support to achieve departmental goals.
  • Foster a collaborative and high-performance work environment.

Skills:

  • Knowledge of appropriate suppliers and subcontractor services.
  • Negotiating with current and potential suppliers to obtain most favourable price and terms.
  • Ensuring compliance with Supply Chain vendor accreditation process.
  • Advising project team of critical information, such as specification changes, delivery status, price changes, etc.
  • Oriented towards the internal/external customer.
  • Strong communication skills, dealing tactfully with employees, visitors and customers.
  • Knowledgeable on office methods and procedures, equipment and filing systems.
  • Communicates with supervisor and co-workers daily to resolve issues/problems as they arise.

Required Skills and Competencies

  • Bachelor’s degree in Supply Chain Management, Business Administration, or a related field.
  • Minimum of 10 years of experience as procurement Manager in a project above 400 M~$
  • Strong knowledge of procurement practices, contract management, and vendor relations.
  • Proven experience in managing procurement for heavy civil construction projects.
  • Excellent negotiation, communication, and interpersonal skills.
