ACCIONA Construction USA, part of the SR 400 Peach Partners consortium, have been awarded the contract to design and construct the SR 400 Express Lanes project in Atlanta, Georgia. This $4.6 billion project, awarded by the Georgia Department of Transportation (GDOT), is a key public-private partnership aimed at addressing congestion on a major highway in the Atlanta metropolitan area.

The Principal Chief Engineer (PCE) is responsible for overseeing the coordination, quality control, and management of all design work and processes throughout the project term. The PCE ensures that all engineering designs meet professional standards, are accurately implemented, and are integrated effectively into construction work. The PCE is a key decision-maker, certifying design work and coordinating the integration of various engineering disciplines. Additionally, the PCE manages the design team, coordinates the preparation and submission of design documents, and ensures that all aspects of the Design Quality Management Plan are followed.

Job Description

  • Coordination and Quality Control of Design Work:
    • Lead and coordinate all engineering design work throughout the project term, ensuring compliance with professional standards and project requirements.
    • Establish and enforce processes to verify the accuracy, adequacy, and conformance of design work to engineering and regulatory standards.
    • Ensure that all engineering designs are subject to rigorous quality control checks and adhere to established best practices.

  • Design Decision-Making:
    • Ensure all engineering-related decisions are made in coordination with and agreement from the PCE.
    • Provide oversight and approval for design solutions, ensuring alignment with project objectives, feasibility, and standards.

  • Design Document Certification:
    • Certify the design documents prior to submission, ensuring all aspects are complete, accurate, and in conformance with the required professional standards.
    • Verify the integration of multiple design disciplines and ensure that design documents meet the projectโ€™s specifications.

  • Design Integration into Construction:
    • Coordinate the integration of engineering designs into construction work, ensuring that design intent is maintained and construction processes align with the design objectives.
    • Monitor and review construction activities to identify and mitigate any potential issues that may undermine the design's intent.

  • Certifications and Documentation:
    • Sign certificates, as required in TP Section 3.2.4.1 (Certificates), to verify the design work and integration of engineering disciplines.
    • Ensure the certification of engineering work is conducted in compliance with relevant standards and contractual obligations.

  • Team Management and Coordination:
    • Manage and oversee the design team, ensuring proper allocation of resources and coordination across design disciplines.
    • Coordinate the review and approval of Shop Drawings to ensure they align with the overall design vision.
    • Facilitate communication and collaboration between design teams and the Design Quality Control Manager (DQCM) and Design Quality Assurance Manager (DQAM).

  • Quality Management Plan Implementation:
    • Ensure the implementation of the Design Quality Management Plan by closely coordinating with the DQCM and DQAM.
    • Monitor the adherence to quality management standards throughout the design process, ensuring that all design work complies with the projectโ€™s quality objectives.

  • Reporting and Notification:
    • Regularly notify the Developerโ€™s Project Manager, Quality Assurance Manager (QAM), and the Authority of any design issues, updates, or changes that may affect the project.
    • Provide written documentation and reports related to the design work, certifications, and compliance with the Design Quality Management Plan.

  • Problem-Solving and Risk Mitigation:
    • Proactively identify potential risks and issues related to engineering design or integration and propose effective solutions.
    • Work with relevant stakeholders to address any design challenges or deviations that may arise during the course of the project.

Required Skills and Competencies

  • Bachelorโ€™s degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, or a related field (Master's degree preferred).
  • At least 10+ years of experience in engineering and design coordination in large-scale construction projects.
  • Served as project manager, design manager, or lead designer for final design on at least two transportation infrastructure projects involving both bridge and roadway aspects of similar complexity, scope, and procured under an Alternative Project Delivery Method.
  • Professional Engineer (PE) license in the state of Georgia required.
  • Certification in Project Management (e.g., PMP) is desirable.
  • Strong understanding of engineering design processes, standards, and quality control protocols.
  • Excellent coordination and leadership skills, with the ability to manage cross-functional teams.
  • In-depth knowledge of construction processes and design integration.
  • Strong communication skills, including the ability to write technical reports and documentation.
  • Ability to identify and mitigate risks related to design and construction processes.
