ACCIONA in its Concessions Business Line is looking for an Operations Manager to join its Fargo project.

Job Description

Coordinate, programme and implement the projects he/she leads within his/her functional area/department, based on the standards and procedures set forth, with the aim of optimising the profitability of assigned projects while ensuring lead times and established quality standards.

Responsible for management and technical and financial control of the operations with the support of all other company areas. They fulfil the planning, organisation, management and control duties within their scope of responsibility. They act on behalf of Acciona Concesiones in the different Boards of Directors of Concessionaires.

Mission:

The Operations Manager (COO) of the Fargo Project will oversee the operations and maintenance of the project.

Key Responsibilities:

  • Operational Leadership: Oversee the day-to-day operations of the maintenance activities, ensuring alignment with project objectives, contractual obligations, and regulatory requirements.

  • Financial Oversight: Work with the CFO to monitor financial performance, optimize budget allocations, and ensure compliance with funding agreements and reporting requirements.

  • Risk Management: Identify and mitigate operational, risks associated with the project.

  • Performance Monitoring: Develop and track key performance indicators (KPIs) to measure project efficiency, sustainability, and long-term success.

  • Contract Compliance: Ensure adherence to concession agreements, regulatory approvals, and environmental standards.

  • Governance & Reporting: Provide regular updates to the CEO, Board of Directors, and investors on project progress, financial health, and operational challenges.

  • Innovation & Sustainability: Promote the use of innovative technologies and sustainable practices in the operation and maintenance of project assets.

Required Skills and Competencies

This role requires a strong background in large-scale infrastructure projects, public-private partnerships (P3).

Qualifications & Experience:

  • Bachelor’s degree in Engineering,.

  • 10 years of directly related professional experience in complex multi-disciplinary O&M projects. At least one project assignment, full time for at least 4 years, as the O&M manager of an operational project that had at least 20 staff

  • Strong understanding of SPV management.

  • Managing large-scale construction or infrastructure projects is a plus.

  • Experience working with government entities, regulatory agencies, and private sector stakeholders.

  • Exceptional leadership, negotiation, and communication skills.

  • Knowledge of North Dakota regulatory frameworks and environmental policies is a plus.
