Lead Development Permit Manager

Overview
The Development Permit Manager will report will work the Permitting and Environment and Development Teams to 1) negotiate and obtain the key discretionary permits for renewable energy projects 2) identify and mitigate project specific environmental and permitting risk and 3) support the achievement of yearly objectives for Investment and Commercial Operational Date goals for profitable projects.
Key Responsibilities
• Manage interactions with permitting agencies, negotiate terms, and obtain the Key Discretionary Permit and all other federal, state, and local environmental permits including jurisdictional waters permits, endangered species permits, eagle permits, cultural resources review, and NEPA/state equivalent processes, as required for successful project development. Advocate for favorable permit conditions consistent with project and Company goals, schedules, levelized costs of energy, and environmental risk and protection.
• Review, evaluate, and negotiate milestone schedules, budgets and staffing requirements to complete permitting, environmental risk management, and compliance on projects. Develop permitting CapEx and OpEx estimates for projects.
• Support origination on PPA/offtake efforts including environmental risks, schedule challenges, permitting milestones, and reporting requirements to allow for optimal PPA negotiations.
• Advise environmental and permitting needs for project financing, tax equity, JVs, and related business arrangements. Provide due diligence in support of development on potential merger and acquisition opportunities for wind and solar sites.
• Select, manage, coordinate, and lead consultants used for environmental studies, permit support and other technical studies.
• Prepare applications and presentations to permitting and wildlife agencies; represent Company's position as a technical expert in hearings, open houses, and workshops; assist with the project public relations strategy.
• Coordinate activities within the Company (GIS, origination, lands, meteorology, interconnection transmission, development, legal, engineering, construction, and operations) and with outside consultants to achieve all regulatory, siting, and environmental requirements and approvals needed to achieve project regulatory compliance, guidance and policy adherence, and Company objectives.
• Coordinate with Procurement on RFP process and manage purchase orders and invoicing through SAP accounting system, adhering to effective internal controls
Required Qualifications
• Bachelor's degree in Biology, Environmental Sciences, Engineering, Business or the equivalent combination of education and experience.
• 3 years of experience in project permitting and environmental review from project concept to implementation or equivalent experience.
• Demonstrated problem solving, negotiating and oral and written communication skills.
• Domestic travel required (can range 20-50%).
• Working knowledge of Windows-based business software applications, including Word, Teams, Outlook, PowerPoint, and Excel.
Preferred Qualifications
• Advanced degree in Biology, Environmental Sciences, Engineering, Business, or comparable degree.
• Previous management experience, project management training or technical training on environmental matters.
• Knowledgeable of relevant state and federal permitting and wildlife regulations including but not limited to Migratory Bird Treaty Act, Endangered Species Act, Clean Water Act, National Environmental Policy Act, and Bald and Golden Eagle Protection Act
• Experience and knowledge of environmental permitting regulations for complex renewable energy projects. Fluent in a broad range of technical areas including the following: wind and solar environmental siting, development, complicated discretionary permitting processes, wetlands and waters, sound and noise, habitat and wildlife, glare and visual resources, and cultural resources.
