The HSEQS (Occupational Health & Safety, Environment, Quality, Sustainability, and Social) Manager plays a pivotal role in the Acciona Infrastructure North America (AINA) Corporate HSEQS team through developing, implementing, and enhancing HSEQS areas management systems across the infrastructure projects in the USA. This leadership position ensures the organization meets HSEQS requirements, regulatory compliance, project technical standards, and proponent specifications in the USA jurisdictions where AINA has projects and contracts.

Reporting to the HSEQS Director based in Vancouver, BC, Canada, the HSEQS manager will ensure compliance with regulatory requirements and standards, drive ESG objectives, and promote a culture of continuous improvement, sustainability, and social responsibility within the USA operations. This role requires exceptional leadership and expertise, as outlined in the following key responsibilities and qualifications.

Job Description

Responsibilities:

  • Policy Development & Implementation: Propose improvement to the corporate Integrated Management System (IMS), implement, maintain, and promote Occupational Health & Safety, Environment, Quality, Sustainability, and Social (HSEQS) policies, procedures, and practices in line with industry standards, applicable regulations, and corporate directions.
  • Regulatory Compliance: Ensures legal compliance in respective disciplines and adherence to applicable internal and external standards. Stay updated on regulatory changes and implement necessary adjustments. Liaise with local, state, and federal regulators to ensure compliance with applicable regulations.
  • Risk Management: Support project teams to identify risks, conduct assessments, and implement strategies to mitigate hazards and prevent incidents. Maintain risk assessment process at the corporate level for USA-operations.
  • Operational Control: Conduct site visits, inspections, and audits to ensure adherence to HSEQS standards. Support projects teams with incident investigations, root cause analyses, and the implementation of corrective actions.
  • Training & Awareness: Design, facilitate, and deliver or coordinate HSEQS training and awareness programs to foster a strong HSEQS culture across all levels of the USA operations.
  • Performance Monitoring: Set metrics, track progress, prepare, and deliver HSEQS performance reports, including key performance indicators (KPIs) and improvement opportunities to AINA corporate HSEQS team. Support internal and external corporate HSEQS audits.
  • Stakeholders Collaboration: Collaborate with internal and external stakeholders, including contractors, consultants, suppliers, vendors and regulatory bodies to meet HSEQS requirements and to promote best practices. Oversee or conduct audits and performance evaluations.
  • Sustainability Initiatives: Develop and lead strategies including ESG initiatives to minimize environmental impact, reduce waste, promote resource conservation, and aligning projects with corporate goals and global standards.
  • Continuous Improvement: Identify opportunities for improvement, implement corrective actions, and monitor progress. Provide expert advice and support to project teams on HSEQS matters, driving performance excellence and risk management.
  • Bid & Tender Support: Provide technical expertise for bids and tenders, including writing narratives, conducting technical reviews, and liaising with consultants.
  • Talent Management: Support the recruitment, retention, and development of HSEQS teams across projects and contracts.

Knowledge, Skills, and Abilities

  • Expertise in Standards: Proficiency with Total Quality Management methodologies, ISO 9001, ISO 14001, ISO 45001, ISO 17025, SA8000 and Certificate of Recognition (COR) systems. Knowledge in ISO 44001 Standards is and asset. Familiarity with ESG frameworks and their application in infrastructure projects.
  • Digital Solutions: Ability to manage HSEQS digital tools and systems effectively.
  • Documentation Skills: Experience in creating management plans, procedures, manuals, operational procedures and corresponding forms, checklists, and templates.
  • Teamwork & Autonomy: Capable of working independently or collaboratively in team settings.
  • Regulatory Knowledge: In-depth understanding of HSEQS standards, codes, and local/international regulatory requirements in the construction and infrastructure sectors.
  • Report Writing: Strong skills in producing detailed technical and management reports.
  • Record Keeping: Proficient in document control and reporting systems.
  • QA/QC Systems: Hands-on experience in Quality Assurance and Quality Control management.
  • Leadership Skills: Strong leadership and communication skills, with the ability to influence and engage stakeholders effectively.
  • Soft Skills: Exceptional communication, listening, problem-solving, and negotiation abilities. Ability to manage multiple priorities and work effectively in a fast-paced, dynamic environment.

Special Conditions

  • Individuals may be required to travel extensively within the USA, Canada, and elsewhere as directed.
  • Position may be subject to relocation to projects and offices within Canada, USA and elsewhere according to Acciona resource requirements.

Required Skills and Competencies

  • Education: Bachelor’s degree in engineering, environmental science, occupational health and safety, sustainability, or related fields; master’s degree preferred.
  • Experience: Minimum 10-15 years in HSEQS roles, with a preference for North American experience and expertise in policy development, risk assessment, compliance, and within large-scale infrastructure projects. Proven track record of delivering results in HSEQS, ESG initiatives.
  • Professional Certifications: Certified Quality Manager, Certified Safety Professional, or Certified Sustainability Professional desired. Professional engineering designation preferred.
  • Regulatory Knowledge: Strong familiarity with ISO standards, OSHA, COR, and sustainability frameworks like GRI or SASB.
  • Leadership: Strong leadership and interpersonal skills to manage teams and collaborate with stakeholders.
  • Analytical Skills: Analysing complex and layered environments. Proficient in developing innovative and collaborative solutions. Integrated management and systems thinking approach. Comfortable navigating unpredictable and rapidly changing situations. Capable of making confident, sound decisions even with limited information, in a timely manner.
