Job Summary:
We are looking for an HSE Manager who will have the exciting opportunity to lead and drive an injury and environmental incident free culture in a fast-growing organization. Under the supervision of the Senior Director of HSE you will partner with the various RRNA teams, to ensure our projects are following all required programs and creating a positive environment for the safety of our employees, contractors, the environment, and RRNAβs assets. It is required to establish and maintain clear lines of communication with internal customers, contractors, and subcontractors, maintain awareness of project specific HSE needs and address these with the appropriate RRNA team.
This role will preferably be based out of the RRNA corporate offices in Houston, RRNA has projects actively under construction and operations and travel to various project sites will be required, and occasionally on short notice due to any incidents. The applicant should expect travel to total approximately 50% of their time - on average.
The position is based in Downtown Houston with a hybrid work model of 3 days in the office and 2 days from home.
Responsibilities:

Plan, direct, and manage HSE policies and program for the organization.

Clear capacity to identify and manage risks/hazards related to construction, commissioning, and operations of renewable energy projects.
- Keep fully informed on existing and proposed changes in OSHA & EPA regulations, protective equipment and permit requirements.
- Review and incorporate, as appropriate, HSE standards originated by OSHA & EPA or other authorities having jurisdiction.
- Assist with the review and development of site specific HSE requirements for construction or operations.
- Develop and maintain site-specific documentation and templates that include a HSE manual, hazard mitigation assessments, emergency response plans, PPE assessments, safe work planning, and site access.

Participates and/or leads in HSE related discussions at site toolbox talks, contractor and RRNA staff meetings.

Organize and deliver HSE training, emergency preparedness drills, and share lessons learned across the fleet.

Coordinate with RRNA Engineering & Construction (E&C), Operations & Maintenance (O&M) teams, and the EPC contractor to assist and enhance their HSE competency and delivery.

Perform HSE audits and inspections on project construction site to verify consistency with RRNA HSE requirements, regulatory requirements, and the contractor HSE management plan.

Coordinates and assist RRNA Site Manager with incident investigations to determine root cause and recommend corrective actions.

Prepare and submit HSE reports and records on weekly/monthly basis.

Coordinate and carry out drills and exercises on how to manage emergency situations.

Perform HSE tasks or other duties as required.
Qualifications:
- A minimum of a BS degree in engineering, environmental science or other HSE related technical discipline from an accredited college/university is required.
- At least 5 - 7 years of HSE program development, implementation, training, and leadership experience with a focus on business segments such as renewable energy or electric power generation.
- Ability to explain complex technical analysis in a simplified manner to internal team members or external parties.

- Basic knowledge of the various North American power and utility markets.
- Willingness to travel (up to 50%).
- Working knowledge of OSHA, EPA, and State regulations.
- Strong knowledge of renewable power generation, construction, and operations HSE standards.
- Strong knowledge in electrical and high voltage safety; including OSHA and NFPA 70, 70E, & 855 compliance.
- Strong presentation and writing skills with a proficiency in Microsoft Office products.
- Ability to effectively analysis data and utilize Power BI to relay data to team members.
- Strong planning and organizational skills as well as the ability to promote teamwork.
- Ability to manage multiple projects/tasks and work independently under general supervision.
