Commissioning Engineer II
The Commissioning Engineer II reports to the USO Commissioning Manager and is focused on the integrated design, commissioning, and operation of plant systems, structures and integrated analysis of the facility with a focus on Commissioning plan and product development. In this role, you will act as an Operations Engineer for TerraPower’s Natrium project. This Commissioning Engineer II position requires a high potential individual who will focus on nuclear island commissioning and plant operations related aspects of the Natrium Demonstration Plant being developed including scheduling, planning, and testing product development. The successful candidate will coordinate with engineers and project management professionals working on systems, components, engineering analysis, test planning, and scheduling in areas such as plant design, plant commissioning, and execution schedule development. The Commissioning Engineer II will work as part of a high-performing team of engineers, operators, and project managers.
Responsibilities
• Responsible for coordinating geographically diverse design and commissioning team members to develop supporting design and testing documentation. The team is composed of TerraPower employees, subcontracted resources, partner employees, and customers.
• Develop and implement commissioning administrative programs and procedures.
• Develop and coordinate the creation of an integrated nuclear plant commissioning schedule across multiple organizations.
• Provide subject matter expertise to the project team regarding regulations, company policies, and industry best practices related to nuclear plant commissioning.
• Develop, maintain, and refine plant level and system level requirements, specifications, and strategy documents related to commissioning, plant operations and maintenance activities over the lifecycle of a nuclear facility
• Apply Engineering principles, methods, and tools to the design of nuclear and industrial facilities and its systems and operations.
• Develop and implement plant operating strategies and human factors engineering attributes into the plant design.
• Develop and lead commissioning and design efforts to evaluate plant integrated control and transient event responses and provide recommendations/optimizations to deliver efficient plant operational strategies to influence design.
• Support design reviews and resolution of cross functional technical concerns as a Subject Matter Expert in nuclear island commissioning, operations and maintenance.
• Ensure that licensing and code requirements are clearly established and implemented in the design, including development of regulatory submittal documents such as topical reports and safety analysis report sections.
• Support teammates and contractors in the plant development efforts through oversight and interface activities.
• Support development of design package for key topics, systems and plant features including coordination of calculations, design reports, mechanical drawings, and design specifications.
• Support continuous learning and application of nuclear industry best practices to maintain the highest quality of engineering design and proactively identify process change/enhancement opportunities.
• Support licensing activities associated with Safety Analysis Reports.
• Provide leadership and oversight of nuclear island commissioning programs, processes, and procedures to ensure testing meets design criteria.
Education
• One year of satisfactory performance as a Level I in the corresponding inspection or test activity; or
• High school (or equivalent) diploma plus 3 years of experience related to equivalent inspection or testing activities; or
• Completion of college/university level work leading to an associate degree from an accredited institution (or equivalent) in a technical discipline plus 1 year of experience in equivalent inspection or testing activities; or
• Completion of a 4-yr college degree from an accredited institution (or equivalent) in a technical discipline plus 6 months of experience in equivalent inspection or testing activities.
Key Qualifications and Skills
• Experience in developing and/or using nuclear plant commissioning administrative processes and procedures.
• Experience in implementing integrated plant design of nuclear systems, including complex systems and structures highly desired but not required.
• Experience developing and/or approving nuclear plant operations and maintenance procedures is preferred.
• Previous experience related to EPC contracts preferred.
• Experience using P6 Primavera or a similar application to develop long-term schedules is preferred.
• Knowledge of the implementing requirements for and licensing basis criteria for nuclear work control, maintenance strategies, and operational programs.
• Strong understanding of the nuclear regulations, plant work control processes, operational design philosophies, and integrated plant operations during normal and off-normal events.
• Strong understanding of configuration management principles, as well as knowledge of design control tools application on nuclear or similar complex industrial applications.
• Knowledge of Risk Informed methodologies for integrated plant design or similar probabilistic methods in design, desired but not required.
• Excellent technical writing, communication, and presentation skills, including periodic training development and presentation.
• Attention to detail and aspiration for technical excellence.
• Candidate must be a high potential, self-starter and possess ability to coordinate and support a design team’s effort with minimal direction.
• Ability to handle projects that include many competing objectives and design constraints, with ability to resolve conflicts between objectives.
• Ability to work on tasks that require a multi-disciplinary approach.
• Experience working to quality standards NQA-1 or ISO 9001.

Salary Range Level 11: $120,247 - $200,411
Salary Range Level 12: $163,126 - $226,045
*Typically, our employee salaries are within .90 – 1.0 of the mid-point of the posted salary bands. Any salary offered within the posted salary band is based on market data and commensurate with the selected candidate’s qualifications and experience. This range is specific to Reston, VA.
