The CAPEX Coordinator will provide direct support to the Head of Concessions in USA regarding the required technical advice for the existing assets and for future tender processes, in close coordination and support to/from the Technical Direction. This role is responsible for ensuring that ACCIONA's Concessions projects meet the strategic and operational needs of the business and assuring the correct technical development of the projects. Itโ€™s critical in providing technical support to the Business Development and Asset Management areas and involves active participation in tenders and in the execution and monitoring of awarded projects.

Job Description

Key Responsibilities:

Technical Solutions and Resource Optimization:

  • Analyze technical solutions provided by the contractor and advisors, and help to develop additional improvements
  • Ensure compliance with corporate standards, local regulations, and industry best practices.

Support to Business Development:

  • Conduct technical analysis of tenders and feasibility studies.
  • Collaborate in the preparation of technical and economic proposals
  • Evaluate technical risks and opportunities during the initial phases of projects.

Support to Asset Management:

  • Assist in and coordinate the execution of awarded projects, ensuring technical, financial, and timeline objectives are met.
  • Monitor technical and financial aspects of CAPEX throughout all project phases.
  • Supervise and review technical specifications, contracts, and associated documentation.
  • Engage with internal and external stakeholders, including suppliers, contractors, and other relevant parties.

Stakeholder and Communication Management:

  • Develop and maintain strong relationships with clients, stakeholders, and technical advisors.
  • Prepare and deliver presentations to internal and external stakeholders, including clients.
  • Collaborate with cross-functional teams to ensure effective project integration and execution.

Project Monitoring and Reporting:

  • Monitor project performance, identify areas for improvement, and implement corrective actions as needed.

Other main functions:

  • Lead and oversee the technical evaluation and assessment of bids, ensuring compliance with ACCIONAโ€™s standards and strategic objectives.

Required Skills and Competencies

Skills and Knowledge:

  • Strong expertise in CAPEX design, project monitoring, and risk assessment.
  • Extensive experience in technical assessment and operational management within the infrastructure and concessions sectors.
  • Proven ability to work collaboratively in a dynamic and fast-paced environment.
  • Ability to cross reference technical matter with associated commercial and legal documents. Appreciation of commercial risk allocation frameworks within project finance transactions between client, SPV and subcontractors.
  • Ability to articulate complex technical matters to summary concepts for explanation at executive level and with senior lenders.
  • Strong collaboration skills and ability to work constructively with clients, stakeholders, subcontractors and advisers.
  • Experience with project governance including SPV boards, steering committees and leading bidding workgroups.

Requirements:

  • Bachelorโ€™s degree in Civil Engineering. A masterโ€™s degree is a plus.
  • Minimum of 8 years of experience in complex infrastructure projects.
  • Experience in PPP projects and road construction projects highly preferred.
