That refinery will produce 2/3 of the sustainable aviation fuel used in the United States. Additional commercial-scale low-carbon refineries are also being developed across the world in places like Japan, Australia, India, and Europe.

Position Overview:
The Commercial Project Development Manager is responsible for the overall opportunity realization including successful initiation, planning, design, execution, monitoring, controlling, and closure of commercial capital projects. This individual will collaborate closely with cross-functional teams, clients, and key stakeholders to ensure that project objectives are met on time and within budget.
Key Responsibilities:
  • Oversee all phases of project development, from inception to completion, for a variety of commercial capital projects.
  • Develop and manage detailed project plans, including project scopes, timelines, cost estimates, and resource plans.
  • Coordinate with various internal teams (e.g., business development, marketing, operations, engineering, technical, finance, legal) and external stakeholders (e.g., clients, contractors, partners) to ensure successful project implementation.
  • Coordinate development of project business plans including economics and supply and offtake strategies.
  • Facilitate establishment of Joint Ventures or Special Purpose Vehicles where relevant to projects.
  • Lead assessment and selection of project sites / locations.
  • Oversee permitting and planning permissions.
  • Coordinate development of logistics systems to support plant operations.
  • Select and oversee contractors supporting project delivery.
  • Monitor project progress, anticipate potential issues, and devise contingency plans when necessary.
  • Control project costs to ensure completion within budget.
  • Ensure compliance with industry regulations and company standards.
  • Foster relationships with clients and stakeholders, ensuring clear communication and alignment on project goals and expectations.
  • Engage government / regulatory agencies as needed to support project activities.
  • Develop standardized work process and tools for project development.
  • Prepare and present project status reports to senior management.
  • Manage risks and resolve issues that affect project scope, schedule, and budget.
  • Conduct project post-mortems to develop lessons learned and improvements.
Qualifications:
  • Must have 12+ years’ experience (could be less if it is specific to the roles’ experience required).
  • Bachelor’s degree in business, Engineering, or related field.
  • Proven experience in developing capital projects, preferably including both execution and commercial aspects.
  • Understanding of operating assets and aptitude for learning new technologies
  • Strong knowledge of project management principles and practices.
  • Knowledgeable in project management software tools.
  • Excellent leadership, team management, and problem-solving skills.
  • Exceptional written and verbal communication skills.
  • Ability to work effectively with cross-functional teams and manage stakeholders.
  • Strong financial acumen and ability to manage project budgets effectively.
  • Preferred experience in oil & gas / energy industries and licensed technologies
